Promoting Coordinated Economic Development: From the 14th to the 15th Five-Year Plan

Abstract: Amid the once-in-a-century transformations unfolding in the new era, China’s economic trajectory calls for a further strategic re-exploration built upon its existing foundations. While the 14th Five-Year Plan (FYP) period marked the inaugural stage of China’s new journey toward fully building a modern socialist country, the 15th FYP period represents a critical phase for consolidating foundations and comprehensively deepening progress toward basically achieving socialist modernization. By synthesizing the achievements of the 14th FYP period, this paper offers a forward-looking analysis of the 15th FYP period, underscoring its transitional significance in linking past achievements with future goals. Guided by the New Development Concept of innovation, coordination, green development, openness, and sharing, this study provides an in-depth interpretation of coordinated development. It establishes a four-dimensional analytical framework encompassing regional coordination, land-sea coordination, domestic-international coordination, and real-virtual coordination to systematically examine the internal logic and overall trends of China’s economic development. This inquiry not only provides a systematic theoretical synthesis of China’s development experience but also serves as a practical test of its developmental path within a real-world context, offering both a theoretical basis and practical guidance for the country’s future economic direction.
