Employment should top crisis agenda

Abstract:

The global financial crisis has taken a toll on China’s economy and employment. Due to shrinking exports, jobs have been slashed and difficulties have arisen in export-oriented manufacturing, labor-intensive industries and small and medium-sized enterprises (SMEs) in China’s coastal regions. In this context, employment should be our policy target, and counter-shock and counter-cyclical policies should be integrated.
