Social-Justice Principles Should Apply in Public Expenditure

The ultimate incidence of public expenditure eventually impacts the sustainable development of an economy through such channels such as capital formation, income distribution regulation and social security. Therefore, from a global perspective, this presents an important subject matter. Current studies, however, have yet to reach a theoretical or empirical consensus on this issue. This article attempts to construct a simple model of the incidence of public expenditure from a rich-versus-poor angle, and then provides empirical evidence in this regard. Given the limited availability and deficiency of micro-data, the author conducts a validation using China’s inter-provincial data to draw meaningful conclusions and offer convincing explanations.
