Abstract:

The 16th National Congress of the Communist Party of China (NCCPC) proposed to build a moderately prosperous society by 2020 and later on, the 17th NCCPC set higher requirements on this target which covers: to enhance the coordination of development, expand social democracy, strengthen cultural construction, accelerate the development of the socialist cause, build an ecological civilization and accelerate the construction of a higher level well-off society to benefit more people. The period from 2011 to 2020 provides ten years to accomplish these feats. As China is at the primary stage of socialism, and will remain so for a long time to come, the principal contradiction in China now is still the tension between the ever-growing material and cultural needs of the people and the low level of production. This contradiction will remain throughout the entire primary stage of socialism. In my view, the principal contradiction in the following decade can be summarized as the one between the fast economic growth propelled by people’s ever-growing material and cultural needs and the traditional economic development model which is marked by low output, high energy resource consumption and serious pollution.
