Building More Roads to Help the Poor

Editorial note:

When travelling along motorways in China, you will occasionally see a billboard
slogan saying “wealth comes from building roads”. This reflects the philosophy of pushing forward
economic development in poor regions through infrastructural development. Adequate infrastructure
and a desirable investment climate are prerequisites for the maintenance of rapid economic growth, the
creation of job opportunities and higher productivity, as well as being an important leverage by which to
increase incomes and reduce poverty. For some time, central and local governments have maintained a
high level of investment in road transportation, energy, and urban and rural infrastructure, but to what
extent have such investments alleviated poverty and what results have been achieved? This article
provides a quantitative analysis as an answer.
