2006 marks the first year of China’s “11th Five-year Plan” (2006~2010). Looking back, how can we characterize the overall implementation of the “10th Five-year Plan” (2001~2005)? How effectively was the national economy functioning? Were the macroeconomic regulation targets achieved? What progress has been made in regard to social development? What targets did we fail to meet and why?
