Editorial note:

According to statistics from the State Administration of Industry and Commerce, towards the end of 2005, there were 3.5 million domestic enterprises in China, a reduction of 301,000 or 7.9% from the previous year, and the number of registered individual enterprises dropped from 31.60 million in 1999 to 23.5 million in 2004, a reduction of 8.1 million, averaging 1.35 million per year. The falling number of enterprises undoubtedly increased pressure upon the already strained employment situation in China, because, after all, employment relies upon having a sufficient number of enterprises.
