Chinese industrial development has brought about tremendous achievements in the 25 years since economic reform and opening up, and some industries have undergone a transformation from being driven by production to driven by innovation. During this process, industrial technological innovation policies have played a very important role. Innovation was upgraded to national strategy earlier this year and many relevant policies need to be adjusted, integrated or renewed in view of this new development stage. It is therefore both necessary and instructive to review and analyze the evolution of industrial technological innovation policies in China.
