Editorial note:China has continued to register a tax surge after 13 consecutive years of rapid increase, and even showed a stronger growth momentum after it entered its 11th Five-Year period. There have been significant implications for macroeconomic operation and the overall economic and social development process. This paper starts with an analysis of the correlation between tax revenue and the current tax mechanism, and then attempts to find out the “unusual” factors supporting China’s sustained and rapid tax growth based on the relationship between the tax revenue growth trajectory and the changing tax mechanism path. In conclusion, it provides policy judgments and makes relevant policy recommendations.
