An Analysis of Public Service Structural Imbalances in Rural China

The important historical mission of “building a new socialist countryside” was first outlined at the 5th Plenary Session of the 16th CPC Congress
and has had a direct bearing on the overall target of building a better-off society. In many respects, the rural social undertaking and basic infrastructure construction fall within the scope of public goods and public services. Therefore, to push forward the construction of a new socialist rural China, it is imperative to leverage the role of public finance. In this article, the author conducts an in-depth analysis of the causes of structural imbalances between the provision of and demand for rural public services based on the field survey findings of three provinces in Eastern, Central and Western China.
