The Fifth Plenary Session of the Sixteenth Central Committee of the Party put forward the important strategic task of promoting the building of a new socialist countryside. This marks the historical transition to “industry nurturing agriculture and cities supporting the countryside”. In this article, the author discusses the achievements and major changes in China’s rural development, elaborates the prominent problems related to agriculture, rural areas and farmers in China, and discusses some key policy issues concerning the building of a new socialist countryside, especially from the perspective of balancing urban and rural development
