Foreign Capital Inflow Should Serve Nation’s Strategy

Abstract:

During the 11th Five-year Plan period (2006~2010), China effectively introduced a large amount of foreign capital inflow across desired industries and regions. In the meantime, the changing international and domestic economic environments have posed new challenges. This paper has identified problems in terms of investment mode, innovation, institutional design, industrial layout and economic security. In the upcoming 12th Five-year Plan period (2011-2015), China will remain an attractive destination for foreign capital but also needs to increase FDI’s productivity rather than just quantity. Besides, industrial and regional structures must be properly balanced. This paper takes stock of the 2006-2010 period and puts forward policy recommendations for the upcoming 2011-2015 period.
