Editorial Note: Reform of state-owned enterprises (SOEs) has always been an important issue in economic
and state policy circles. Through 30 years of reform, beginning in 1978, China’s SOEs have achieved remarkable
success. The key to their transformation lies in their unique path of reform. From a comparative approach, this
article takes stock of this path and identifies possible challenges this model may confront, as well as options on the
road ahead.
