Editorial note:

As a major developing country, China has attracted significant attention as to which path it should follow for technological progress. According to the author of this paper, China should continue to pursue the international division of labor and competition strategy based on comparative advantages. Meanwhile, China should, through reform and adjustment, build a national innovation system capable of playing an effective role in the future. However, laying too much emphasis on proprietary innovation at the present stage will bring about undesirable consequences. The timing for China to embark on a path of technological development through proprietary innovation is subject to the changes both in trade conditions and in income distribution effects arising from proprietary innovation.
